    Distributed Energy Resources Markets Participation

    The AESO values stakeholder input and we thank stakeholders for sharing their perspectives with us on this initiative. This initiative was completed in May 2021.

    Engagement outcomes

    Your participation in this initiative helped us to develop our Small DER Market Participation Draft Recommendation paper. Following the release of this paper and after receiving further stakeholders feedback, the AESO determined it would consult on changes to voluntary participation in the energy market for source assets between 1-5 MW as part of the ongoing Energy Storage Rule Amendments. The AESO also determined it would progress changes to the operating reserve market participation for Small DER through the OR market competitiveness review in Q3/Q4 of this year.

    The AESO will continue to monitor the growth of Small DER and determine when/if future changes to ISO rules are warranted based on stakeholder input and the AESO’s ongoing work on the DER Roadmap. We posted a letter outlining the Next Steps for Small Market Participation on May 28, 2021.

    Purpose

    The purpose of the initiative is to investigate the market participation threshold and aggregation with the intent of facilitating DER integration and access to AESO electricity markets, while ensuring the safe, reliable and economic operation of the Alberta electricity system and the fair, efficient and openly competitive market for electricity. 

    The DER Markets Participation initiative is a component of the DER Roadmap. 

    Scope

    The DER market participation work includes:   

    • Identifying barriers to entry for market participation for small DER (<5 MW), if any, in the energy and operating reserves market
    • Reviewing current DER connected to the AIES considering market participation
    • Reviewing minimum size threshold of 5 MW, and assess whether it should be maintained or lowered
    • Considering opportunities for increased DER aggregation
    • Obtaining stakeholder input on the above, including the exploration of options
    • If recommended, update any ISO rule changes to foster investor understanding of market expectations to aid them when making future decisions.
    • Tariff treatment for DERs remains out of scope of this engagement

      • The DER Long-term Markets Participation Recommendation Paper will be available to stakeholders on Feb. 17, 2021, one week prior to the session. Stakeholders are asked to review the paper and be prepared with clarifying questions.
    • Session 2 | Feb. 23, 2021

      The AESO hosted a virtual stakeholder engagement and progress update session on Feb. 23, 2021 from 9:00 a.m. – 11:30 a.m. Stakeholders were asked to review the DER Long-term Markets Participation Recommendation Paper prior to the session.

      Purpose

      • Provide stakeholders with a quarterly progress update on the DER Roadmap and other interrelated activities.
      • Review the DER Long-term Markets Participation Recommendation Paper.
      • The DER Long-term Markets Participation Recommendation Paper will be available to stakeholders on Feb. 17, 2021 one week prior to the session. Stakeholders are asked to review the paper and be prepared with clarifying questions.
      • A detailed agenda and a copy of the presentation will also be made available prior to the event.
      • Stakeholders are also asked to complete the DER Stakeholder Engagement Comment Matrix prior to March 12, 2021.
