Energy Storage Rule Amendments

Application approved
In Decision 28176-D01-2023 dated June 13, 2023, the Alberta Utilities Commission (AUC) approved the Energy Storage ISO Rule Amendments to be effective April 1, 2024.
An application for approval of the Energy Storage ISO Rule Amendments was submitted on Apr. 28, 2023 to the AUC. For information regarding the application, or on the status of the proceeding, please visit the AUC’s eFiling site and go to proceeding #28176.
Purpose
In the Letter of Notice for Development, the AESO proposes to consult with Stakeholders on the development of the proposed Energy Storage ISO Rule Amendments that will facilitate the integration of energy storage, improve the clarity required for market qualification and participation, and enable efficient, effective connection, monitoring, and control of energy storage facilities when connected.
At this time, the AESO does not have a definitive list of ISO rules that will be included in the proposed Energy Storage ISO Rule Amendments. However, the AESO anticipates that more than 30 ISO rules may be impacted in order to address various matters, including, potentially:
- market participation;
- fast frequency response;
- technical, qualification, and connection requirements;
- technology agnostic application of requirements;
- adjustment to load on the margin; and
- opportunities to reduce red tape.
Background
This initiative has resulted from the Energy Storage Long-term Markets Participation engagement, which concluded in March 2021. ES Long-term Markets Participation was part of the long-term implementation of the energy storage integrated plan as detailed in the Energy Storage Roadmap. The roadmap will improve the clarity required for market qualification and participation, and enable efficient, effective connection, monitoring and control of energy storage facilities when connected.
The current regulatory framework supports a traditional model, where electricity is produced by generators and transported through transmission and distribution systems to customers who purchase the electricity. Current ISO rules were not generally developed in contemplation of the integration of energy storage technologies to the interconnected electric system resulting in a lack of clarity in their application to energy storage. Specifically, ISO rules lack the clarity required for market qualification and participation, and to enable efficient, effective connection, monitoring, and control of energy storage facilities when connected. The AESO has developed draft high-level market design recommendations that outline how energy storage could be integrated into the energy market. The AESO’s draft high-level market design recommendations are described in the AESO’s Long-term Energy Storage Market Participation Draft Recommendation Paper. Once finalized, implementing these recommendations will require amendments to ISO rules

Request for Comment
In accordance with the AESO’s Feb. 28, 2023, Update Letter, Version 3.0 of the Energy Storage ISO Rule Amendments is now available on the AESO website for final Stakeholder review.
Stakeholders may submit written comments to the AESO using the Stakeholder Comment Matrix – Final Comments. Stakeholders are asked to focus their comments on any final concerns or issues with an ISO rule or definition in the Energy Storage ISO Rule Amendments.
In response to Stakeholder requests, the AESO is extending the deadline for Stakeholder comments on the Final Energy Storage ISO Rule Amendments from April 5, 2023 to April 12, 2023.

Introduction and purpose
The AESO held a Stakeholder consultation session on the Final Energy Storage ISO Rule Amendments on Feb. 2, 2023 from 9 a.m. to 12 p.m.
On Nov. 22, 2022, the AESO requested Stakeholders to indicate in their written feedback whether an additional session would be helpful. Stakeholders that submitted comments to the AESO by the Dec. 19, 2022 deadline unanimously supported an additional session. The session will focus on outstanding questions and issues that Stakeholders had raised in their written comments from the Nov. 22, 2022 Letter of Notice on Final Draft Amendments.

Session 1 & 2 | Sep. 13 & 26, 2022
The AESO held two virtual stakeholder consultation sessions on September 13, 2022 from 9 a.m. to 12 p.m. and September 26, 2022 from 1 p.m. to 2:30 p.m.
The AESO originally planned to conduct two separate sessions on September 13, 2022, offering Stakeholders the ability to attend the session that are of interest to them. After further consideration, the AESO has decided to merge the Stakeholder sessions 1 and 2 into a single all-day session because, in several instances, the aggregated facility topics are foundational to the understanding of the applicability and clarification of the technical ISO rules.

Purpose
The Letter of Notice for Energy Storage ISO Rule Amendments states that the AESO is consulting with Stakeholders on the development of the proposed Energy Storage ISO Rules Amendments that will facilitate the integration of energy storage, improve the clarity required for market qualification and participation, and enable efficient, effective connection, monitoring, and control of energy storage facilities when connected.
Request for Stakeholder comments
The AESO provided three comment matrices to organize feedback on ISO rule amendments, definition amendments, and specific issues of interest to the AESO.
The AESO received comments from Stakeholders in response to its May 9, 2022 Letter of Notice for the Energy Storage ISO Rule Amendments. These comments have been posted on the AESO website.

Background
The AESO hosted a virtual stakeholder consultation on Energy Storage on Feb. 24, 2021 from 9 a.m. to 12 p.m. The second portion of this engagement session focused on the AESO's Long-term Energy Storage Markets Participation recommendations and how they are related to ISO rule development.
