    On Jan. 1, 2019, the Government of Alberta enacted the Small-Scale Generation Regulation (SSG Regulation) – where owners of eligible distribution-connected generating units that use renewable or alternative sources of energy – can apply to become qualified as a Small-Scale Power Producer (SSP).  

    Program Transition Update

    On March 5, 2024, the Government of Alberta issued Ministerial Order M.O. 040/2024 that amends the SSG Regulation by transferring the Balancing Pool’s accountabilities under the SSG Regulation to the AESO. With immediate effect, the AESO will assume administrative responsibility for any new producers seeking to participate in the Small-Scale Generation Program. Existing producers that are already qualified as SSPs and have entered into an executed agreement with the Balancing Pool will continue to be administered by the Balancing Pool until their transition to the AESO on Oct. 1, 2024. The AESO and the Balancing Pool will provide additional information to existing SSPs to facilitate a smooth transition.

    Implementation

    Prospective SSPs must contact the Distribution Facility Owner (DFO) for their service area to request that their distribution-connected alternative or renewable generation project be qualified under the SSG Regulation. The table below provides a list of DFOs operating in Alberta.

    Once confirmation of approval is received from the DFO, the SSP must then contact the AESO by emailing SSG@aeso.ca at least four months prior to the planned in‐service date to initiate the process to receive Dispatch Services and get set-up as a Pool Participant.
