    Available Transfer Capability (ATC) Restoration Reporting

    In accordance with the Transmission Regulation (S. 16.2(3)), the AESO is reporting on the restoration of the available transfer capability (ATC) of the Montana-Alberta Tie Line (MATL). Given that a loss of the Alberta-British Columbia Intertie will transfer trip MATL, both interties are treated as a single contingency. Therefore, restoration of ATC for MATL must address both interties together.

    We have been engaging with stakeholders since June 2025 on Fast Frequency Response (FFR) as the ancillary service to restore ATC on the interties and is pursuing two procurements to meet the regulatory obligation: FFR Plus and Market-Based FFR.

    We are taking decisive action and has undertaken steps to increase ATC by procuring ancillary services in amounts sufficient to support import flows of around 800 MW on the Alberta-BC Intertie and around 300 MW on MATL as soon as practicable.

    The performance of Market-Based FFR will inform how much FFR Plus volume needs to be procured in 2027 to ensure 750 MW of FFR is available or in development to enable import flows at or near 800 MW on the Alberta-BC Intertie and at or near 300 MW on MATL.
