Update | Energization Package Requirements

The Energization Package Requirements have been updated to include technical specifications for inverter-based resources, as required by the Connection Requirements for Inverter-Based Resources. In addition, as-built logic diagrams for anti-islanding schemes are now required post-energization. Other administrative updates were also included.
